No, I don't think that will happen. Someone has to fund those programs and people don't have that kind of money.
Get a job and start saving so you can pay for it, if you really want to do it.

Well, it is hard to study in another country for free because you have to cover personal expenses and other requirements. However, there are a lot of scholarships out there that may cover everything besides personal expenses. Even if they just cover the tuition and the airfare, thats a lot. YFU USA is a great program that offers many scholarships. They use host families which is great because you learn more about the culture and if you don't live at the school, it's cheaper. Well, as long as you have motivation beyond the great price tag, you can apply for a Congress-Bundestag scholarship to Germany, and I think that the YES program applies to Americans as well... these are scholarships that I know students from countries with large Muslim populations can get, but I think Americans going to any of these countries (Malaysia, Thailand, the Philippines, Indonesia, among others) can get a YES scholarship too.
Usually, though, you have to provide your own spending money for your time abroad, so it's never going to be free unless you smuggle yourself into a private jet.

There are alot of financial assistance scholarships and grants to study in another country, search the internet. Also, most college and universities have international students offices on campus...check it out. FYI..if you receive financial aid, you can use it for the study abroad program.

Get a scholarship. Many companies offer scholarships to study abroad. Have a look at the International Students Centre: http://www.isc.utoronto.ca/opportunities/scholarships.html There are also scholarships offered by overseas Universities such as the one that Clinton got to study at Oxford as a Rhodes Scholar.

University studies are free here in Sweden and many courses are in English. You only have to pay for books and room.
