Lint free cloth is the best thing to minimize damage to the surface of the monitor. What ever you do, do it with the monitor off. There is an electrical field across the face of the screen that you can short out if you are not carefull with a running monitor.

On my Dell FP2407 I use a diaper for dust and I just rub a little more for smudges. The diaper is always dry though.
Don't press hard on the screen or you can crack it.

There are monitor cleaing clothes that are designed to clean, not scratch and leave no lint on your monitor.

Use a dry, lint-free cloth. Some computer stores have cloths just for that.
