If you bought it from the cop, yes. Otherwise, I wouldn't count on it--especially if you are from the US. An American in Mexico can get away with no more than the Mexicans will let him. They can carry grass around by the bale, but a single leaf will get you thrown into a very dirty jail very quickly. But if you are buddies with the right people, they will probably look the other way. It isn't what you know, but who you know, and how much you have paid them, one way or another.

No, a law passed the house that legalized it. But Presidente Fox vetoed it. More than likely it was because they tied cocaine and heroin in with it.

The cops can and will shake you down for any reason, if you have enough cash they'll let you get away with anything. Cross back into the US is another story.
