Use an enzymatic cleaner. There are several on the market, one of the most popular is called "Nature's Miracle". Works wonders.

You need to completely wash the slab - power washer and then bleach it. My parent's neighbor had this problem when they bought a house that had a zillion pets living (and peeing) in it. They ripped the carpets out, and then power washed the foundation, and they bleached it. That finally got rid of the smell but it was so gross! Good luck.

Muratic acid in liquid form will remove the stains and the odor. When applying it be careful, wear rubber gloves and use a brush with a long handle too scrub the area. After you scrub it you can rinse it with water.

Give KBS AuaKlean a try. It's an industrial strength cleaner sold on-line and can be used on concrete. Mix a strong solution using hot water. Scrub area and also let it soak on top for awhile. You should get relief.

You can try pure bleach in badly soiled areas, chances are you may have to seal the concrete to prevent odors from coming thru.
