February 29 is the 60th day of a leap year in the Gregorian Calendar, with 306 days remaining. A year which has a February 29 is, by definition, a leap year. This date only occurs every four years, in years evenly divisible by 4, such as 1992, 1996, or 2004, with the exceptions in century years.

February 29 didn't begin existing until 1582. This is when Pope Gregory XIII instituted the Gregorian Calendar Reform.

So, you could only calculate how many were born or died on February 29 in the last 404 years.

Take into consideration the fact that not everyone around the globe follows the Gregorian calendar, to further complicate your calculations.

Factor in, also, that birth and death records around the world are not accurate. Not every culture keeps them as scrupulously as other cultures--and the ones that are more scrupulous still make errors due to imperfect data and imperfect recordkeeping.

I hope this information helps you determine that "I have no frickin' idea" is a good enough answer to your question. As far as an estimate goes, I am not willing to undertake the massive amount of research needed to make one. But you can. Good luck.
