I wouldn't say the best, as I have not gone round S'pore eating at every Tim Sum restaurant. But there's a small cafe at Sunshine Plaza, called 'Victor's Kitchen'.

Hmmm.... 1 is not bad, but abit expensive. 2 is buffet, but the timing is abit late.

Personally, I like the one at Jade Crystal and the one at Chinatown (can't remember the name already). There is one at Chin Swee Road also quite nice (Think it is called Red Star)
