Grassroots means pertaining to, or involving the common people. So grassroots lobbying means lobbying that is done by regular people and not professional lobbyists.

The normal lobbying process is for a group to hire someone to dress up their story and tell it to decision-makers. Grassroots lobbying is getting the individuals in the group to phone, write, or visit those same decision-makers in order to get the message for change over to them.

The one is easy and often good. An articulate, polished presentation is often as good as gold (and usually takes some gold, as in money, to deliver it). But a bunch of passionate people may be an inconvenient annoyance and generate a bunch of stupid noise when some of them are a little bit below brilliant, yet it can give some strong and positive weight to a decision.
