The Finnish landscape is mostly flat with few hills and its highest point, the Halti at 1,328 metres (4,357 ft), is found in the extreme north of Lapland. I am guessing the rest is sea level :)

The highest point in Finland is Haltiatunturi at 1,328 m, the lowest point is the coast at 0m, none of Finland is below sea level.

Primarily the land is low lying with low undulating hills.

I would think that the entire country of Finland would have a lot of variation in elevation.
