There were really two "Red Scares" that affected Hollywood. The first was in the 1930s, and the second is the one we are all familiar with from the 1950s (HUAC, The Hollywood Ten ect.).

I'm definately not an expert, but I'm not aware of any extensive policy of blacklisting in the 1930s. The majority of film censorship took place under the Hays Code which was a set of moral codes that the MPPDA required productions to uphold in order for them to be released. I believe the Catholic Church also had a group that advised for or against films based on "decency" but I forget the precise name of the group.

Hays started in 1930 but wasn't enforcible for the first several years. It officially ended in the late 1960s, though it wasn't really enforced for a while before that, and was replaced by a version of the rating system we use today.

The McCarthy Blacklist lasted for a lot longer than you'd think. If I remember corectly, there were people on thie list until the 1980s and even the ones who weren't for that long were likely not able to recover their jobs.
