Mr. Disney was the only person on the Earth tht probably could answer your question. Unfortunately he died in 1964 and the reason may have expired wih him. Unless he conveyed his reasons to a colleague. Allow me to hazard a guess a reason for this peculiar anomaly. Perhaps Mr. Pluto wwas not intelligent enough or perhaps not assertive enough with Mr. Disney.
It should be noted that Walter Disney was the voice of Goofy. This may have affected his reasoning for affording Mr. Goofy a finer living space in the house. We may never really know the reason(s) why Mr. Pluto was given inferior treatment.
I also note that the Planet Pluto has just been demoted and is no longer considered a planet by some revisionist astronomers. This is an outrageous insult that Mr. Pluto is taking seriously. I have heard form an unofficial source that Mr. Pluto is taking this turn of events badly and is under a doctor's care. We hope for a speedy recovery.

Because Pluto doesn't stand upright and talk but Goofy does, so Goofy gets human privileges.

it may be because pluto wasnt potty trained and goofy was.i myself am quite goofy but i am potty trained "i think"i will let you know if i soil myself tonight ,just being silly have a great night doll,oh i think pluto barked to loud and they took his voice box out.LOL
