Unless your girlfriend comes from a rich Philippino family, I would say it would be impossible. By rich I would say making over $ 50,000.00 American dollars a year. She would need to be able to buy her own airline ticket. The key question the embassy tries to determine is will she return to the Philippines. If things would be better for her in America than in the Philippines then she would not be expected to return.
I know personally of a girl that had $6000.00 in the bank, owned a house, and managed a farm. She tried to get a visa to visit her sister in America, who was having a baby. The visa was denied!!

You wont know until you try Ryan, I know that my ex had so much trouble getting a visa for her cousins wedding in hawaii that she gave up in the end and didnt attend.
Still, the US has no right to deny persons of good character, holding a valid passport, and financialy stable from visiting the US as a tourist.
Refusal of a tourist visa can be appealed.

If he otherwise qualifies for a visa (security, age employment etc.) you may be able to write a letter to state that you will be responsible for all expenses including return ticket.
The best bet is always to contact the US Embassy in the Philippines. They should be able to give you the correct guidelines

I don't think so, It doesnt work that way with the US. That may work in Canada though...but I'am not sure.
I have friends who applied for a tourist Visa for the US, but all of them got denied, because you need something, money or property to prove that you are coming back to the Philippines.
Why dont you petition her as your fiance? I think that would be easier, but it may take some time...

For a tourist visa it is not necessary to show any fianancial information. In the event that you are talking about a fiance visa then you would have to show proof of income within the guidelines for 2 people.

Visitors Visa's are extreamely hard to get and all but impossible if your friend is single. There is nothing you can do in assisting them to obtain one. The biggest obsticle is showing significant ties to the Philippines and intent to return.
