OK. The thesis statement usually goes at the end of the first paragraph. To begin, you explain the problem with a little background. After the first paragraph, you explain your reasoning and research, and then you conclude, using your thesis statement as the first sentence and then going more global.
PS - What's the difference between solitary confinement and life imprisonment? Do you mean that less time in solitary is more effective than keeping a prisoner in prison for life?

It should be the last sentence in your first paragraph. You may want to look at this sentence, though... it's missing a verb. It needs to have an "are" before you say the three reasons. Or it can begin "The three reasons...... are saving money, morality,a nd effectiveness."
Good luck with your essay... hope your teacher is persuaded by your writing.

Your opening paragraph should have the thesis statement as its last sentence.

The opening paragraph is very important. It opens the topic. It creates interests. And finally tells the audience about its heart - the thesis statement.
