Cloudiness in water is caused by particles of significant size that refract the light passing through. Color is caused by absorption of part of the wavelengths of the spectrum passing through and can be caused entirely by dissolved materials - which basically are molecular-sized. Cloudiness is a large-particulate phenomenon.
