For some people, it has become an acceptable way of life to be able to get all they can from the system. They take pride in the fact that we, the tax payers, are flipping the bill to support them.
Some feel that the government owes them this. Some have become so accustom to using the system that it becomes the thing they feel most comfortable with. Knowing that the system will be there to support them, they continue to abuse it. They then pass that way of life on to their children.

ybo_28 is pretty close on it. It is culture; but, many people that abuse the system do not believe they have any other choice. They have been told their entire lives that whites or the government or the "system" won't let them succeed. So they begin to believe it. This is where ybo_28 's answer comes in. Now they see the chance to get even or beat the system. And there are plenty of other races including whites that do it too. It is becoming an economic class problem as opposed to a racial problem.

Many white people abuse the system as well it's just people turn the other way like they don't see it. It's really not a black or white thing, There are losers around every corner looking to take advantage of something or somebody because their just lazy.

I am kind of suprised to read your question... If you are a woman of color, as your avatar confesses, then you know that people of color are painted by a broad brush (no pun intended) and that each individual must necessarily be judged on his or her own character, not the stereotype assigned to them.
Also, you need to ask yourself why it is that you only hear about black people abusing the system, when everything you have experienced, according to your own admission, tells you that that is not true.

There are probably two reasons. One being they are only doing what they are taught and experience as youngsters (no different than whites on welfare) and know no better You will find many generations of families on welfare. The other reason is its an easy way out and they dont want to put the time and effort into an education. Its not just blacks its all colour creeds and religions

Environment......environment.......visit a ghetto high school and watch the behavior .....or go to a grocery store in a low class neighborhood and see how many people say "excuse me" when they get in your way.....you will not hear it......their parents never said it and their parents never said it.......you learn good or bad manners from your parents..... (GOOD)education is the key to restore their neighborhoods and behaviors......Send only the very best teachers to their schools....pay them 50% over the going rate.....and make it an honor to say that I teach in the 3rd ward. Blacks that have good parents usually produce great people.

One word. Culture.
I think people usually do something in between what people who are similar to themselves in some way do or the opposite of that. There's plenty of 'pride' in getting over on the system or whatever. I think that's where it comes from.

Everybody is different and should not be made to behave the same. People should be allowed to cultureize in their own society. The peoples of the world seperated themselves eons ago and they lived much happier that way.

Does your question also cover the billions in corporate welfare and handouts that many of the Fortune 500 companies take advantage of every year, or the off-shore tax havens which makes many of them exempt from paying taxes altogether?
