If 2 people who has been married for 20 or more years and both was sleeping around on each other should they stay together.

Well the answer varies.
The two of you must not care that much if you are both willing to sleep around with other people; but maybe you both feel neglected by one another.
First, talk it out... see if the relationship is fixable in which neither of you will cheat on eachother. If the sparks aren't there and one, the other, or both of you feel as though you still want to sleep around with other people, then you should seperate for a bit.
A divorce isn't something you should immediatly jump into so see how a few weeks seperation goes... if it is better off that way then yes, the two of you should part ways.

it is possable, but hard! go back to the basic's. decide what in your relationship made you want to make that decision. emotional withdrawel, lack of sexual intrest, no conversation, so on and so on... the most powerful thing to make u grow strong again as a couple is communacation and the desire to want to make the other happy. treat eachother like u did on your wedding day. do this everyday, don't skip one! look in eachothers eyes when u speak 2 eachother. dont ever, do not let one day pass without saying i love before each of you walk out the door, when you come home, when you go to sleep at night. say it! say it for know reason at all! when you do go to sleep at night hold eachother tight. let the other know that your there. let eachother know how your feeling about certain situations, in every and any situation. to the one thats listening, be respectful to there thoughts and opinions. work hard at this and it can happen.

If they could work it out through counseling or something, yea! Marriage shouldn't be quit as soon as there is a bump in the road, I think all efforts to stay together should be used.

It depends on if you still love each other and like each other. If you do, then it's called an 'open marriage'. You love each other to let each other sleep around.
if you don't love/like each other and are keeping it a secret from each other.. then it's an affair and the same issues that most of us around here have.
So... it depends on your circumstances. Care to elaborate?

It depends on the couple. But for me personally no because we obviously have no commitment to each other and cannot trust each other.
