State agencies enforce within its states. and federal enforce federal laws across state lines and across the country.

Also, bigger departments like a sheriff's office that is county wide has more resources available to them then an smaller city department. Many times, smaller departments have mutual aide agreement with larger department in order to assist in crime that it would not normally be able to handle. Imagine a small department with only a hand full of officers on duty and a major accident or a case big like the OJ case occur within its jurisdiction. that smaller department will call upon the another department like a sheriff's office to help out
