Here is my viewpoint.

a.) An increase in covert weapons deal! When the world was polarized, neither side could afford to have allies of the other side secure or even attempt to secure weapons of mass destruction. Sadly, that hidden benefit of an otherwise futile war is lost now.

b.) A major shift in American focus from communism to militant Islamic fundamentalism. Had the cold war continued, religious fundamentalism would have been exploited by one or the other side. It would have been very very difficult for America to counter the two beasts even with all the 'might' that it boasts of.

I do not remember but there is an old chinese saying that translates into:

"No matter how fast you are, you still have only two hands".
