What a thoughtful question. It always seems like they sort of respond to what he says, but not fully. I honestly don't know.

I think if they hear Brian, the dog talk, they have to hear Stewie.

they can hear stewie but take basically every threat he has to say as a joke or just a phase.

yes they can apparently cause the one episode where louise takes stewies toy he says "I hope you burn in hell" and she says..."well no dessert for YOU young man" Her line wouldn't make any sense if she hadn't heard him. PLUS Stewie talks to Brian ALLLLLLLLLLL the time!

yeah they can, but it's like when a toddler says a swear word....everyone thinks it's cute and laughs and moves on.
