it says the college we are looking at (buffalo state, in new york) has residence halls (dorms) and institutional apartments. does that mean like a dorm...but separate? im confused. what is this?

and would it be okay if someone who doesnt go to that school lives there with someone who does?

At UB (SUNY Buffalo), there are four on-campus apartment complexes (Creekside Village, Flickinger Court, Flint Village, Hadley Village, and South Lake Village).

In order to live there as an undergrad, you must be a student at UB, and have already lived on campus for four semesters. Transfer students must have completed 60 credit hours elsewhere. Grad students must have an undergraduate degree.

Only Hadley, Flint, and South Lake are open to undergraduates (juniors and seniors). Only grad students can live with non-UB students (they must be spouses, partners, or other family members), in the grad student / professional student housing.

All of these complexes are on the UB campus. Most are fully furnished (Flickinger is partially furnished), have free internet and cable, are served by campus shuttles, and are patrolled by campus police.

It sounds to me like some sort of on-campus apartment complex. It's very similar to dorms in that there is a resident advisor living nearby, and you have to abide by all the strict rules of on campus living, just like people in the dorms (most notably no alcohol). If this is the case whoever lives there would have to be a full-time student at the university. And as far as I know they don't allow first-years to live there, except under special special circumstances, for example if they ran out of room in the dorms.
