How is it someone can take over an entire room in the games area, and no one can do anything about it?

Someone has taken the entire room Coyote Gulch in the Gin area of Yahoo! Games. They have every single table taken up, and aren;t playing any games, not only that, but there's one table you can sit at, and you get automatically booted with the message:

MUHAHAHAHA, nice try (name) but try again, there's no room for you!!!
