well the parent is no longer able to make decisions for the child, their will be arrangements made for the parent to see the child,ect

Well, it may depend on the State, but when I worked for a law firm in Wisconsin, it means that you totally give up your rights to that child and that child can be put up for adoption. You no longer have a say regarding anything when it comes to the child. This means no visitation, contact or communication without permission.

You legally have no rights or responsibility to the child. You cannot have a say in their lives or what the responsible parent chooses to do. Essentially you are saying you don't have a child.

it means the are no longer responsible for the upkeep or no longer make desions about the child the give up the right to have a say in the childes life

They no longer have any rights whatsoever regarding that child. No visiting, nothing. It's as if they never had a child.
