Basically they are reclaiming the water a community uses and it goes through a very thorough cleaning/"purifying" process so the water can be put back into the community to be used again. I found the following website doing a google search for "water reclamation" too.

Reclaimed water is wastewater (sewage) that has been treated and purified. It is frequently used to irrigate golf courses and parks, fill decorative fountains, and fight fire; as well as watering lawns on schools and universities. It's used so that landscapers and other residents wouldn't have to tap into the main water supply to water their lawns.

it is the water collected from run off after rain
most of it is collected and used in the sprinkler systems on the freeways and streets
this water is not filtered, only collected, that is why there are warnings that this is "potable water" or "not for drinking"
