Are you talking about all-seating stadia or the old days of standing? Hampden Park in Scotland has the highest European record of 149,415 in the Scotland v England match of 1937 but that was standing. The Estadio do Maracana in Brazil originally had a standing capacity of 200,000 but this was reduced to 77.720 seated or 107,022 standing. Hampden has a couple of other European records with similar attendances.

Well, the biggest football (soccer) stadium in the world is located on South American soil in Brazil. It's the Maracana Stadium which was built in the heart of RÃo de Janeiro for the 1950 FIFA World Cup. It can fit up to 200,000 people.
