4x - 2 + 3x + 5
7x = -3
x = -3/7

0.6 : 2.4 = 6 : 24 ( multiply both sides by 10)
= 1 : 4

18b^2 : 45b = 2b : 5 (the b's get cancelled out and 18/45 = 2/5)

this is just off the top of my head but

the function simplified is 4x+5 I think
=4x-(2-3x)+5
=-8x+12x+5
=4x+5

the ratio is 1:4
I`m not sure what you mean by 18b square to 45b I think you mean 18b^2 : 45b which would be 36b:5b or 6b^2 : 5b

4x - ( 2 - 3x ) + 5

=> 4x-2+3x+5

=> 7x + 3

You cannot solve for x because this is not an equation.
