Hostas are great for partial shade and can be purchased very inexpensively at garden centers. The Peace Lily is lovely and would make a nice statement. Traditionally, rosemary symbolizes remembrance and pansies are for thoughts. You might want to research plants and their meanings at one of these:

I've always been fond of daylilies, but they tend to take over after a few years and if there isn't a lot of room at the church, that may be a problem. But they do show up year after year and there are dozens of varieties and colors to choose from. My Easter Lily ("Resurrection Lily") always come back a few months after I first plant them (when the blooms fade after the Easter holiday).
Maybe some non-tropical ferns in a shady area? "Lady Ferns" are hardy for outdoors and come back each year and are practically maintenence free.They always look cool and peaceful to me.
Does your church have an outdoor statue that you can plant something around? Maybe some variegated Hosta? There is a nice groundcover that doesn't get much taller than 7 inches called PACHYSANDRA, but maybe you want something besides a solid green groundcover. It really spreads, too.

I have a camillia and daylilies that are planted in remembrance of my beloved aunt, two of her favorite plants.
I also have a redbud that came up from seed from a tree that my grandmother planted. She died in 1934. She had gotten the tree from a old lady who lived near her. But when I look at it, I think about my mother. So I guess it is in rememberance of her.
I also have an antique rose that was rooted for me by my sister before she died, so that one is in remembrance of her.
What plants personify your mother to you? That's what you should plant.

Do you know what her favorite plant would have been? We planted lilac bushes because a very beloved couple had passed away in close succession and that was their favorite flower. I know lilac's are entirely too large but try to think of what she liked.

how about an azalea. they can be grown in shade or semi shade.
I was given a pink azalea, a white rose and a pink camellia when my mom died..the 2 pink flowers are winter bloomers, But this year they both started blooming a week before the 1st anniversary of her death.. I think she wanted us to know she is O.K.

peace lily.
and they are very easy to care for. they are a shade plant so perfect for in the house.
they can also grow in just water. some people but them into vases with gold fish or betas.
but it is almost always a symbol of peace and comfort.

Their are so many lovely plants that also have meanings. Rose-
mary means "remember me". Cedar means "I live but for thee, think of me". Gentian (fringed) means I look to heaven. Arbor-
vitae means I never change, live for me. Persimmon-blossom means bury me amid natures beauties, I shall surprise you by and by. Daisy (Michaelmas) means farewell. Asclepias means sorrowful, remembrance. Hope you find one that suits you two!

I like corel bells...They are good for up to zone 4, and they last a long time...Also, peonies last forever, and are good for most zones...There's some real beauties out there...

Peony. Fits your size requirements, and it is very long lived with beautiful flowers in May. You will see it often in older cemeteries and it has few pests.

chrysanthemums; they're a traditional funerary flower in japan and they're so pretty. and i don't think they get really big.
