Everyone goes through puberty at different times and at different rates. By the sixth grade, this kind of development, while possibly annoying, is normal. Don't worry too much. If you are still worried, you can see a health nurse or a doctor about the issue so that you are re-assured.
P.S. Please don't give out real names online, it is a dangerous thing to do.

Neither one of you should be worried. At your age, a wide variation in sizes is normal. Now be a good girl and send me pictures so I can analyze the situation.

You'd be suprised what bra size you really are if you got measured. She could just be guessing, it may seem to fit but really doesn't. Or the same could go for you.

I don't know what to tell you Sally Shears (i'll call you that if you don't mind). As a man I can only say: "Good for your friend, can I meet her ?"
But instead i'll tell you to worry for her, god knows, she is your friend.
