I know it is not Florida, they dont want to give us a rasie this year in the county i teach in. they claim no money to do it, but they have money for their own raise.

I've also heard that Connecticut has the highest average salery for teachers, but that was a few years ago. Massachusetts is pretty high, too. Of course, the actual pay varies from one school district to the next, and in CT and MA the school districts are done by town, not by county. I bet there's some place on the web that lists the average saleries.

Each state varies by county and district. There are some districts that pay an awful lot and neighboring cities are much less. You can not lump the whole state together. If I told you that Ohio paid the most you could end up in Ohio in the lowest paid or the highest.

Urban districts pay more than rural districts, also the question is the cost of living. You can make a lot of money in California, CT or NY, but your expenses are going to be higher than working in other state. My choice is Texas, and living here is very cheap. We have a lot of families coming from California or the East because the cost of living is too high.

This question may be impossible to answer. I teach in KS where new teachers in my district can start at roughly $32000. This doesn't sound like much compared to NY where $50000+ salaries are normal. Then again, KS teachers can pay all of their bills and live comfortably for $32000, which would be impossible in NY City.
Is there a cost of living index of sorts that would factor in cost of living and give a better answer to your question? I'd be curious to know.

In NY/Long Island Starting salary is about 40,000 on the kindergarten level. Starting sal. as a high school teacher is about 60,000. It also depends on your seniority. Teachers who work for over 15 years get about 85,000-95,000.

I think it's probably New York. Of course, the cost of living is high too, at least in New York City.
