You have to have gameshark. There was this trick where you put in a couple of codes in gameshark, and go through a wall and fly there on a jetpack or something, I forget. It might be

You will get to liberty city in San Andreas when u do the mission, 'Saint mark's Bistro, which you can see the full version in liberty city stories and GTA 3. You will have to get to las venturas airport and then you will have to fly a shamal(the plane) to Liberty city. You just have to fly in the direction and that's all. When u get there you will have to kill loads of people in saint marks bistro although when you go outside to kill the other people, you will not be able to go any further into liberty city. sorry! After you will have to fly back to Las venturas.

You go there during the Las Venturas missions. It is called 'St.marks Bistro' and lasts for one mission. In the mission, you go to the airport and into a jet, fly over the ocean and you got to St.Marks Bistro. You kill some people, and then fly back

You can only go there for 1 mission. That is the one mission when you fly across the water. If there is another way, I will keep this question on my watch list.
