Under the US constitution as written, the states retain all power not expressly granted to the Federal government. Unfortunately, we have allowed the 10th amendment to be ignored for too long.

In this there are 3 main types of governments. Put simply

Confederate - Where states have more power than the central govt.

National or Unitary - Where the central govt has more power than the states

Federal - Where the national govt and states share power more or less equally. The U.S. is a federation with increasing Unitary tendencies.

A Confederacy. The opposite would be a Federal Republic. The best example of the difference can be seen by comparing the Articles of Confederation, America's first governing document, and the system that followed it, the Constitution.

Generally, that would be referred to as a confederation of states., e.g., the US Confederacy circa 1861.
