There is nowhere to determine where the man was but he must have been nearby watching otherwise how else could he see he jump off the bridge and cause this riddle to be told

Jumped is in the past tense (the action has already been carried out) and means outwards or upwards (probably both) movement. 'Off' also means that he has left the bridge - ergo, he is in the air upwards and to the side of the point he left, not necessarily over the side, possibly back on to the bridge itself.

i think we need more info. the man and he could be two totally different people and if that is true the the man could be anywhere. the only other logical explanation is he was on the bridge
