RUSTBLAST it!! Just spray it on from the bottle keeping it wet for a while then rinse it. But You'll have to fix the wrought iron railing as well b/c thats where the rust is coming from..so you seal it withthe RUSTSEAL.
How many railings do ya have? Maybe thier System Sampler kit is all ya need. Call them, they're the rust experts. It really is an easy do-it-yourself kind of project if ya buy the right stuff.

According to one source I found, "make a paste of one part sodium citrate crystals to six parts water and enough whiting or fuller's earth to make a paste. Spread paste on rust stains and allow to dry. Scrape off. Rust should be removed. Repeat if necessary."
If you do a search on the words "rust stains concrete" you'll probably find even more approaches to the problem.

You have to seal the railings or the problem will always return. I've used KBS products with great success. I've restored some antique wrought iron furniture. They have the products for all of your problems.

home depot has a thing called
CLR and this works wonders
it's so good that i keep all the bottles i can around the house and out side to ,to take care of all that and more

Some have luck using muratic acid while others have luck with bleach. sometimes it never fully comes out.
