lets think about this for one second
does that statement sound like a prediction, is it predicting something will happen? clearly no
how about a law? could it be any kind of law?, no, surely you can see that the statement could not be called Sheila's Law
now, hypothesis or observation
if you haven't seen sheila, but she is in the bathroom and the sound of scrubbing is coming to you and she is muttering, "stupid shirt", then it could be a hypothesis that "Sheila has a stain on her shirt"
however, the most likely answer is "observation"
you have observed Sheila, you looked at her and you saw that "Sheila has a stain on her shirt"
I think they are looking for "observation", don't you?

a law is something that has been proven, like the law of gravity.
A hypothesis is a guess that needs to be tested.
An observation is something that you can see.
a prediction is a guess about something that will happen in the future.

Annie, honey....think about this one. Are you "predicting" Sheila will have a stain on her shirt? I dont think so. Are you hypothesizing (guessing) that that splotch on Sheila's shirt is a stain? I dont think so. So........
