it's normal if they are walking in the way that makes it happen. You can try it for yourself, walk by putting 1 foot in front of the other, almost in a straight line and you'll see it does it for you too. Shorter steps too
A friend of mine was a model and told me when I asked the same question

What is the difference between a girl (woman) and a fish?
A girl or woman wiggles their butt for you a male to come here..
And a fish wiggles its butt or tail to leave.
The girl is just showing off trying to attract attention from the guys.

The female body is more curvy than a mans body. Everyone's butt shakes a little it contains body fat.

The Pelvis is larger and training making it dramatic.
Do the walk? It is a cross-over step. they can not run that way.
