Depends what you mean by 'Jolly Roger'. Most people think of the skull and crossbones signifying a pirate ship. This image is quite wrong. The original pirate flag was pure red, symbolizing blood. and was meant to instill fear into any unfortunate ship's crew they were attacking. The name 'Jolly Roger' is a corruption of the original flag name 'Joli Rouge', French for 'Pretty Red'. The skull and crossbones flag was originally flown by the British Privateers to show that they were, technically, warships but not bona-fide members of the British navy. Many of them did, in fact, become pirates being, as they saw it, authorised to plunder and kill by the British King, thus giving the impression that the skull and crossbones was a 'pirate' flag.

The flying of any flag upside down is a distress signal or an indication of disease aboard the ship.

That America is defeated as a country to Mexico - the very extreme of what you see it as. It has become an unspoken symbol of our fight. By itself, without another flag, being flown upside down, is legal usage - it means we are in distress.
