Why in the world would an orthopedic surgeon advise against going to an ER for emergency relief ? this sounds ridiculous to me. This is what he needs unless he's into some kind of religion or group that doesn't like medications, than he'll suffer of course. What he needs for Pete's sake is a CAT's scan or a MRI of the cervical spine and see what's going on in there. I'd bet on a pinched nerve or a bulging disc. If you want to try and get by without surgery, months of treatments with a 90% failure go ahead, you might win. You can have surgery and be well within a few months. A Neck brace, yes, don't listen to some, maybe one time in a million but I've never heard of serious damage from one and I've been in the business for many years. Don't rub the spot it hurts in, you may irritate it or even make it worse. Use ice packs, this may give some relief for awhile.

Everyone here has pretty much got it right. A bulging disk (aka herniated disk) is when the cushion between the spinal bones bulges out and pinches the nerves, which causes pain that may remain localized or radiate to other parts of the body. The disk problem may be the result of a trauma, like a car accident, or can come from years of spinal misalignment which finally causes the disk to bulge out.
I would like to recommend chiropractic care as a treatment option for a herniated disk. Chiropractic is a safe, non-invasive healthcare option that doesn't use drugs or surgery that can have potentially unwanted side effects. Drugs will only mask the symptom of pain, but do nothing to put the disk back to its rightful position, and surgery is only used as a last resort, mainly because it is so dangerous. Chiropractors use adjustments to restore the spinal column back to its proper position, which takes the pressure off of the disk and allows it to return back under the vertebrae. And that takes the pressure off of the nerves, which is the cause of the pain.
I'm not saying that this is a definite cure for your problem (it doesn't work for everyone), but it should be at least something to consider. If you do decide to see a chiropractor, just find one that comes highly recommended from family or friends. No matter what you decide to do, I hope things improve for you!

Making it simple, a bulging disc is one that has not broken open but has a "bulge" on it. By contrast, a herniated disc is one that has broken open. either slightly or completely. Yes, your foot pain could be caused by the bulging disc. The pain is caused by the bulge pressing on the nerves of the spinal cord...those nerves run through your body. Apparently the nerve being pressed on is one that goes to your foot.
I found a drawing to show what I just tried to explain and you can see it here:

Truth be told, the best methods of relieving the pain are to follow through on the advice from our doctor. Self home treatment involves only rest and pain meds. Your doctor may recommend:
sugery
prescription pain meds
chiropractic help
physical therapy
steroid injections

a bulging disk is simply what it sounds like. The "disk" is the cushion element between vertabrae, and when one is damaged or "bulging" it impinges upon the nerve that passes through that particular segment of spine.
I would say that a buging disk can cause pain anywhere.
In my experience, it radiates down through the hips and the leg(s).
Ibuprophren 800's work for me, (the down side is that they are prescribed) and frowned upon for long term continued use (for damage to the liver)
If you want to avoid damage later on, use chiro or acupuncture.
Good luck with it.
