The higher your level the more privileges you have like asking, answering, and voting.

It is just an indication of how many questions you have answered. There are some people that answer every question with "I don't know" and they get points. Don't assume that a high level means a better answer, unless it is from me.

IMHO, sort of. The point system and the level promotion system are incentives for people to keep visiting and answering the questions. But what is clear here is you can opt to share what you know, and have fun.
