Try a thrift store. You find some of the craziest outfits there! Velour Suit Jackets and leisure suits. My friend always goes there for halloween or theme party clothes and he always gets tons of compliments all night!

You could probably find a good deal at a second-hand costume shop, and perhaps get good advice from the shopkeeper. Or you could go with tradition, cut two holes in a sheet and go as a ghost :) It's a classic.
I don't know how awesome it is, but this is about as cheap as it gets ... "White Trash". I once won first place in a costume contest wearing a white t-shirt and tights with a dress made of white garbage bags, earrings and jewelry made of tinfoil, and a hat made of toilet paper (unused). When people asked what I was supposed to be, I said "White Trash". I think the whole thing cost $5 (and a few hours of time) and the prize was $100. If nothing else, you won't have to worry about someone else wearing the same thing *LOL*
My friend went to the same party wearing camouflage and carrying a toy rifle painted pink; with his blonde 80's big hair, he was the perfect "Glambo". He won something, too, but I forgot what ... Probably "most creative" since 95% of the people there were wearing black capes and plastic fangs *LOL*

thrift stores and vintage shops are great but sometimes you can find great deals at antique shops...sometimes they don't know the actual value of some of their items...also check some local theatres sometimes they rent out. I live in Vegas so you can rent anything here...but do your research. sometimes you can find something simple with good traditional lines and turn it into something totally different...if you are handy. I make all of my renaissance gowns and even rockabilly wear from old prom dresses or bridesmaids dresses...they make a good base to build from.
is the theme the theatre? get a set of scrubs and a leather jacket, a few Elvis accessories...now your the dentist from little shop of horrors.....
be creative....it's not so much the costume as it is your personality and ability to "pull it off"

Raid your friend's closets, or thrift stores (which has been previously mentioned) or, depending on your budget your local theater might have some awesome costumes you can rent, depending on the type of fabric and their renting policy it might not be too expensive!
