As long as tghey are not related in anyway by blood, i dont think its incest. But if its just a crush and depending on their ages, its better to avoid situation like that which can get a little complicated later.

No, not incest. Incest is, by deffinition:
1. sexual intercourse between closely related persons.
2. the crime of sexual intercourse, cohabitation, or marriage between persons within the degrees of consanguinity or affinity wherein marriage is legally forbidden.

I have no opinion on this, but I'm sure it is a delicate situation which could lead to major family problems if the relationship ends unfriendly.
Also, without knowing the ages of the people you are speaking of, it is difficult to respond with age-appropriate advice.
The young girl could open herself to a sexually agressive situation if she opens the door to flirting. And she has nowhere to go to get away from that (possibly dangerous) situation since this is her home.

They are not blood relatives, so it is not incest. They should do whatever feels good to them. Love is never wrong. Sex is part of love.

Technically, no, but it could cause problems within the family. Crushes are OK but I wouldn't let it develop into any that would end up on Maury.

Thats wrong. Thats still some what her brother. But people marry BIOLOGICAL COUSINS all the time so i don't know anymore
