Please carefully read the question, it states that the nest is inaccessible! (unless I pull out the steps -CONCRETE- which I am unwilling to do).

Buy a commercial flying insect killer in an aerosol can, several types can spray from several feet away so you dont have to get too close.
soak the nest heavily making sure to contact all wasps with the spray, wait for 10 to 15 minutes and make sure all wasps are dead, then knock the nest down.

Wait until it is dark, then use wasp and hornet spray on the nest. Really soak it good. Wait until the next day, just as it is getting dark, then remove the nest as best you can, having your wife on one side with a can or hair spray and your best friend on the other side with a can of wasp and hornet spray. The hair spray sticks their wings together so they can't fly. Wrap the nest in a plastic bag and dispose in garbage.

Wasps "breathe" through their thorax. That is the large end section that houses the stinger.
A simple solution of soapy water will cause them to suffocate. Use a spray bottle or large water pistol and saturate them. This way you don't have to mess with insecticides.

Call your local pest control officer! Your local council will have the address and it's a free service.
