Since the advent of the internet, email, forums & blogs. Penpals are somewhat obsolete.

Find a blog you're interested in somewhere like http://www.blogger.com/start and spark a writing relationship with somone that shares some similar perspectives.

If you're strictly intent on writing by hand, once you've formed your relationship with this person, and you're sure about who they are & if you're young get your parents involved in checking them out!!!, then you could progress to writing actual letters to this person.

try writing some of the people in your local penal system
( ex. the juvenile, women's, men's )
i'm sure they'll appreciate the letters and any form of support in there.
