Use your mouse to "grab" a portion of the toolbar in an area that has no buttons, then pull it down to the bottom. The start bar will move down to its original position (you didn't do anything wrong - it's designed to go just about anywhere on the desktop you want to put it :-) ) Be sure that the task bar is not locked, or it won't move, but since you appear to have moved it already, you probably don't have to be concerned. After you move it, if you want to lock in into position, right-click on a blank area of the bar, and click on "lock taskbar;" that way, it won't happen again unless you change the setting.

Grab the tool bar near the clock and move it to where you want it. You need to put your mouse next to the clock and left click on the mouse. While holding down on the button you can move the toolbar.

you actually need to literally drag it back down to the bottom. If you're using windows XP, there's a settings in the taskbar that will allow you to "lock the taskbar" make sure that's unchecked, then drag it back down to the bottom. Then lock it, so it stays put. :)
Hope this helps! :)
