Need details - what do you mean "won't go out with you"? He hasn't asked you out yet or he's turned you down when you asked him out? If he hasn't asked you out, you might try asking him out. If he's turned you down, then thank your lucky stars that you've been spared weeks/months of head games from this guy and forget him.
