i want to add breakers to my service panel, but the main wires to the main switch is exposed inside the panel. Is it just a matter of pulling out the meter and pushing it back in?

As the others have said, you do not pull the meter without permission from the power company. There is no need to pull the meter to add or replace circuit breakers. With the main breaker turned off the only exposed power is the connection of the service wire to the main breaker. If you have a problem working in the panel with the main breaker off you should call an electrician to do the job.

You can add breakers without turning off power to the house. Wire the breaker then install it onto the buss bar.

The local electric company is the only place that should remove the meter.

Anything to do with the electric meter from your house it will be best to consult with your electric service company. They may come out and do it for you. If you try to tamper with the electric meter in any way this could cause you the lost of their electric service or a damage repair fine.

Why do you need to pull the meter to install circuit breakers? They just push into the buss bar. They are designed to do that, so they can be installed without shutting off power to the main panel.

Besides the meter has a seal. Break it and you are breaking the law.

DO NOT TOUCH THE METER. You will get fined, big time, the next time they come to read it. The meter is how the utility knows how much to bill you for. If you break the seal, they figure you're trying to lower the reading. Call an electrician. He will do the work safely, and coordinate with the power company.

Do not remove your meter, under any circumstances.

Do not let an electrician remove your meter, under any circumstances.

Call the power company. They'll remove the meter for you, if necessary. Your meter is locked in place, to prevent people from stealing unmetered power.

I work for an electric utility. I can tell you, if ANYONE besides the utility removes those meters, THERE WILL BE A TAMPERING FEE. The assumption is that however innocent your motives, you are stealing electricity. And the fees can be steep.

It sounds like you want to add a sub panel or add a breaker to your existing service. Do not touch the wires leading into the panel from the meter!!!!!!!!!! Call an electrician. Both of these things aren't very hard to do if you know what your doing. Get a brand name off your panel "Square D, Siemens, etc" and the panel should say how many amps service you have "100 amp, etc" then tell your electrician these things and what you want to add to the panel (more outlets etc..) then let him work on it. It's cheaper than a funeral.

Remove the faceplate off your meter socket and pull the meter straight out.

Dah! You don't need to remove the meter to install breakers.
