A virus could be written that could do that. Run an anti-virus scan first. If your email is still not working right then the fault could be with your Internet connection or with your email provider. If you are reading this response on your computer where you are having your email problems then the your Internet connection is working fine.
Contact your e-mail provider and explain your problem to them. Or switch to a new e-mail company.

You can have your email address blacklisted by Email server Administrators if your email address is ID as sending out a lot of SPAM. This is common on home users computers who have spyware and bots installed. Bots are hidden programs that allow the administrator to control your pc and use it as a spam server. I would suggest you download Spybot Search and Destroy or Microsoft Defender to scan your computer.

of course, but it depends what kind of email application do you use, and if you have email application such as Microsoft outlook and so on.
generally speaking if you use web based email nothing should blok the email, unless the email server is down or other internal issue
