'Classic' is anything that stands the test of time in popularity. It was popular then, popular now, and will be popular in the future.

I think it has to do with the enduring quality of the movie. "It's a Wonderful Life" is a good example of a movie that many people have seen many times but still want to see it again. So few movies really fit into that category. "Gone With The Wind", "Citizen Kane", "The Wizard of Oz" all fit into the category of "classics".

it is basically a movie, or anything really, that stands the test of time. in terms of popularity. people 20, 30 years later still watch these movies. in terms of cars, people still desire these autos even though they are old and decrepid. classics are simply popularity contests and not deemed as simple one hit wonders.
