A VFD only applies to a 3 phase motor, which I doubt this is.
How to control the speed depends on the type of motor. You need to provide more information: type of motor, what is the motor from, why do you want to do this?

You will probably burn up the moter.If an electric moter turns to slow it will over heat. It has to spin at the proper speed so it can get cooling air.

Buy a Variable Frequency Drive and use it to control the motor.

you will need to enlarge the pulley or you can get a rheostat which can be adjusted to any speed you like. Similar to the control for a ceiling fan
