Without fail when i drive past roadworks or the council digging a hole or laying slabs etc etc there is usually one guy working and five guys standing around watching, leaning on their shovels? If i was their boss i'd sack the lot of them, is this a specifically British phenominen or is it world wide. I work for myself and know the meaning of grafting!

You don't need to be the "on-site" supervisor in order to yell "get to work" while driving by. If their paycheck is funded by tax $$$, you are the boss.

Actually, they ARE all working, didn't ya know? There's a Boss, supervisor, project manager, architect, union rep and the guy in the hole, doing the labor.. of course, they all have to have shovels so they confuse us as to why they are there with the shovels..and that is so, if anything happens to the shovel of the guy doing the work, there are replacements! Now, aren't you sooo glad I solved that for you?
I recognized this syndrome back in 1987, the first time I drove across the US with my second wife, but, when I tried to publish it, it was quashed by the Trilateral Commission..

I think it is because most road work in the US takes place in the summer and to prevent heat injury the workers have a work/rest cycle to make sure people do not overheat. Or they may belong to a union.

You probably spend time when you are meant to be working doing something you shouldnt...picking your nose, slipping off for a coffee, or a ***. These people obviously do work, because the roads do get built. Eventually.

They are putting as good of a show as your politicians as far as effort output in outdoor conditions. Oh except they can't vote their own raises in collecting seed money.

worldwide issue. im from south africa - currently living in uk and yeah - it's on both sides of the ocean the same. something about those shovels i suppose?

bcoz they get paid too much and their bosses are either never around or as lazy as them
