Do you mean feathering the edges in an image. If so, make a selection using any of the marquee tools. Then go to the main menu and click on Select menu and choose Feather... Enter a number, 15 for example. Hit Enter key.

Not quite a question but if you are talking about how to soften a picture you could use the blur filters....

well your answer is quite strange but there is no command such well you can only found such filter where you can make image soft and blured
