Because of different reasons.

There is the reason of reactions and understanding of situations being different than someone that is free of "mental disorders". And there are still some that can become violent or physically agressive against you if you do something as small as look at their shoes funny. Think it's funny - I have been on the receiving end of that @$$ kicking from a woman that has some psychiatric disorders. Broken nose, stitches above the eye, etc.

They need to be treated as close to "normal" as possible, but one has to keep in check the mental disorders that are present.

the disorder usually causes them to behave in ways that don't seem normal to others so people avoid them

Because some people are just stupid or ignorant. You know the saying... People hate what the don't understand
