Lifters (tappets) are small cylindrical devices that ride up and down on the camshaft lobes. The pushrods in turn have one end sitting in the tops of the lifters, and THEY push against the rocker arms. It's the rocker arms that push the valves open. To get at the lifters, you would have to remove the head(s) from the engine, which is not a job for beginners.
I agree with the earlier advice that after making sure your oil is not low, take the car to a qualified mechanic.

Lifters are what enable you intake and exhaust valves open. They let the gas and air mixture in to fire and let the exhaust out after it fires. If they are just making noise they can be adjusted to quiet down unless something is bent and about to break. Go to Auto Zone or Advance Auto and get a book on that make and model. It will tell you setp by step how to adjust the lifters or even if they adjustable.

May not be lifters themselves , May be Valve clearance or the Rocker Arms / Posts ?
But Check your Oil first , If It's low or Real thin It's going to make sounds like lifter noise .
If it's REAL loud , It's probably - Terminal Damage
Off to a Mechanic AFTER you check the oil

Lifters open and close the intake and exhaust valves. It's generally not a do it yourself job given that you don't know what they are. Take it in.

Normally, it would be a shop job, but you could try changing the oil and adding a good oil additive to the oil, good luck
